WILDFIRES IN THE RUSSIAN FEDERATION
10 August 2010 (time: 14:00 UTC)

 A record heat wave has engulfed central parts of European Russia since mid June and wildfires have been raging there for more than two weeks. The death toll from the wildfires is 52 (confirmed).
 According to government sources 796 islands of natural fires, including 28 peat fires were registered on the territory of the Russian Federation (as of 9th August, 2010).
 Scorching heat and acrid smoke have nearly doubled death rates in Moscow, a city official said on Monday, as smog from raging forest and peat fires shrouded Russia's capital for a third week.
 State air pollution monitoring service Mosekomonitoring said that carbon monoxide levels in the Moscow air were now 6.6 times higher than acceptable levels. Tiny invisible particles from the fires were also present in concentrations 2.2 times higher than the norm, with specialists warning these could prove highly dangerous if they entered the human system.
 Germany closed its embassy until further notice and advised citizens against "non-essential" travel to the affected regions while the US State Department asked its nationals to seriously review their travel plans. Israel advised its diplomats to leave the smoke-filled area.
 Weather forecasters warned that with a lack of wind forecast in the capital over the next days, the smog was unlikely to shift until the middle of this week.
 About 162 000 responders (EMERCOM, MOI, MOD, etc.), more than 26 000 items of machinery and vehicles, 56 air assets are directly involved in the firefighting operation. Approximately 82 000 emergency staff and 12 000 pieces of heavy equipment and vehicles stay in reserve.
 EMERCOM aviation has performed 1000 flights (duration 1066 hrs) with 4356 water discharges (31 815 tons of water). Almost 380 aerial reconnaisance flights have been conducted.
 In Republic of Mariy-El and Ryazan region 4 temporary shelter facilities have been deployed to accommodate people affected.
 The Russian Federation has not requested international assistance but accepted offers from the following foreign countries on bilateral basis:
1. Ukraine - two Antonov-34 firefighting airplanes. These air assets are already deployed to Voronezh region. As of August 8, 2010 Ukrainian crews have performed 57 flights, more flights are expected. In addition to that Ukraine deployed 2 firefighting teams (first team - 27 people and 5 fire trucks, second team - 25 people and 8 fire trucks) which are now operating in Voronezh and Lipetsk regions. On August 7, 2010 one Mi-8 helicopter with water discharge device arrived to Kaluga and passing through customs clearance.
2. Azerbaijan - one Mi-171 and one Kamov-32 helicopter with water discharge devices are deployed Ryazan region. Ops is limited due to weather conditions.
3. Italy - two Canadairs CL-415 provided by the Italian Civil Protection Department are deployed to Samara region. Italian crews have performed 6 flights so far, more are expected. Two more Canadairs CL-415 are expected to arrive to Russia in the coming days.
4. Kazakhstan – one Mi-8 and one Mi-171 helicopter with water discharge devices are deployed in the city of Samara. So far 5 flights have been performed, more are expected.
5. Belarus has deployed one helicopter Mi-8 with water discharge device. Besides that a firefighting team of 20 fire engines and 144 firemen are operating in Ryazan region.
6. Armenia with two IL-76 airplanes has delivered to Nizhniy Novgorod four high-efficient fire engines to be deployed to Sarov. On August 6, 2010, 150 water pumps have been airlifted by IL-76 to Nizhniy Novgorod.
7. Bulgaria has deployed 95 firefighters with fire-fighting equipment to Moscow region on August 6, 2010. Team is operating in Noginsk and Orekhovo-Zuevo districts of Moscow region.
8. Polish group of the State Fire Brigade, which consists of 159 personnel and 45 vehicles has arrived to the Russian Federation. The team is operating in Ryazan region.
9. Germany with one Antonov-26 transport airplane has airlifted 2MT of relief items (119 600 anti smoke masks).
10. France is dispatching one DASH-8 firefighting aircraft to Moscow. Further deployment is under consideration. Additionally to that operational group of 3 people has arrived to Russia. About 80 000 anti smoke masks are being dispatched with Air France regular flights to Moscow.
11. Estonia is planning to deliver firefighting equipment to Russia (4 “OTTER” motor pumps, fire hoses, connectors, etc.).
12. Turkey has deployed two Kamov-32 helicopters with water discharge devices to Russia which are now are en-route to Ryazan rgion.
13. Latvia - one Firefighting Team (12 people, 2 fire engines, 1 cross-country vehicle and 1 trailer). The Team is moving in convoy towards Russian border for further deployment in Moscow region.
 These foreign air assets have been included by EMERCOM of Russia into the fire response plan. Besides that EMERCOM of Russia is dispatching additional personnel from its Siberian Regional Center to the most problematic fire areas in the central part of Russia with its IL-62 passenger aircraft.
