Hallo, ich habe mal bei den Vereinten Nationen angefragt und folgende Antwort erhalten:

Dr. Knaack,

Following the adoption of the European Agreement concerning the international carriage of dangerous goods by road (ADR) in 1957, the United Nations Committee of Experts on the Transport of Dangerous Goods, in order to review and improve its applicability, elected a number of international experts to work on the question of the packing of dangerous goods. These elected members were officially named "the Group of Rapporteurs".

One of the tasks of this Group of Rapporteurs was to establish a Hazard Identification System, which gave origin to the Hazard Identification Number in the mid 70's. Mr. H. Kemler was indeed the representative of France in this Group. He was also vice-chairman in some of the meetings.

This group of experts has produced a considerable amount of documents, all available in our Library. Although at no point in the official documentation is the expression "Kemler Code" used, Mr. Kemler's strong participation in the process of its adoption is certainly the reason why the Hazard Identification Number is commonly named after him.
